The White Plains Youth Bureau and Mr. Frank Williams have meant so much to Marvin personally growing up in White Plains. The first time he recognized the true importance of the White Plains Youth Bureau was between sixth and seventh grade: he remembered a group of rambunctious sixth graders pilling into the Youth Bureau van, heading to the White Plains Public Library to study. Even back then, Marvin remembered Mr. Williams stressing the importance of education, focus, and discipline. 
         Marvin moved from St. Michaels, Barbados at the age of six. Growing up, the White Plains Youth Bureau was a symbol of hope that provided all the youth with job opportunities, mentorship, resources, and exposure to colleges and universities. 
         Marvin is a proud alum of Morgan State University, where he graduated with a Bachelor of Science in Biology (Pre-med). He also has a master’s degree in Public Health from Hunter University in New York, NY and a Dr.PH in Epidemiology /Health Services Research from Morgan State University in Baltimore, MD. Dr. Rock currently resides in Cambridge, MA and is an Associate Director of Health Economics and Outcomes Research at Biogen within the department of Global Value and Access. He designs real world studies that compare multiple sclerosis (MS) therapies to other competitor therapies through health outcomes. The data from these studies are then utilized to show the incremental value of one drug therapy over another to patients, health care providers, and payers to gain access and reimbursement globally.  
         Dr. Rock is a lover of art, fashion, music, and is a member of Omega Psi Phi Fraternity, Inc.
